Why is it so hard to hold people accountable for their actions?

Ex: We had some work done at work by some contractors recently. The work by the plumbers was not done correctly and the adjacent walls were extensively water damaged (mold on about 25 square feet of sheetrock).

Well what does my boss do but order me to repair the damages knowing full well the warranty is still in full effect).

Note: Just a smitten of info from the working class in south Texas who like everyone else struggle day to day.
